The Winthrop Rockefeller Institute is grateful for the support and engagement that made the Incarceration: Recidivism, Reentry, and Reunification (iR3) program possible. After three years of dedicated work, the program concluded with significant progress toward reducing recidivism, improving reentry experiences, and supporting family reunification. Through collaboration with community partners, policymakers, service providers, and Arkansans directly impacted by incarceration, the program contributed meaningful insights and solutions to some of the state’s most pressing justice‑related challenges.
Key Achievements
- Successfully advocated for $1 million in funding from Arkansas Attorney General Tim Griffin, supporting a community diversion pilot program designed to interrupt the cycle of incarceration.
- Partnered with Arkansas 211 to build a comprehensive resource bank, leveraging expertise from participating organizations to strengthen statewide access to reentry support.
- Launched the “Arkansans for Smart Justice” media platform to expand public understanding of reentry challenges and reduce stigma associated with incarceration.
- Contributed policy recommendations that supported positive changes in Arkansas’s legal landscape, benefiting individuals, families, and communities.
- Fostered new relationships, networks, and shared ideas, creating opportunities for collaboration that previously did not exist.






The program’s final report outlined the initiative’s full timeline and detailed the accomplishments resulting from the group’s collective efforts. It stands as a testament to the commitment of partners across the state to build a more just, supportive, and equitable environment for individuals transitioning from incarceration. Although the iR3 program officially concluded, the insights gained will continue to influence future work in criminal justice reform in Arkansas.
