Senior Team

Janet Harris
Executive Director/CEOjharris@rockefellerinstitute.orgJanet Harris serves as the Institute’s Executive Director and CEO. She is a curious and determined leader with a passion for facilitating thoughtful conversations that lead to collaborative action and impact. She was chosen to lead the Institute in 2022 and has been with the organization since 2016 when she was tapped to help build the Institute’s programs and bring clarity to the organization’s mission and method.
Janet is a trained facilitator and experienced leader, public speaker, and connector who is passionate about helping others create transformational change. Her achievements include aligning Institute operations to the mission, building staff capacity in professional meeting design, facilitating impactful dialogue and deliberation, and creating educational programs that draw on Winthrop Rockefeller’s legacy, including the Institute’s Walks with the Governor workshop. Harris speaks to groups frequently on the history and legacy of Gov. Rockefeller, telling his story to inspire leadership growth in others.
Janet earned her bachelor’s degree while playing varsity basketball for the University of Central Arkansas Sugarbears. While working full-time, Janet completed her Master’s degree in Public Administration from the University of Arkansas Little Rock. She went on to work for the City of Little Rock, and then to serve in senior leadership roles in three state executive offices, including eight years as Arkansas Deputy Secretary of State.
Janet enjoys leading by asking questions and inspiring action through storytelling. A lifelong learner, she is currently pursuing her Executive Certificate in Nonprofit Leadership from the Harvard Kennedy School of Government. She is an active alumna of the University of Central Arkansas, where she serves on the Dean’s advisory board for the College of Arts, Humanities, and Social Sciences. She is a graduate of the Arkansas State Chamber of Commerce Leadership Arkansas Class XI and was named UCA Political Science Distinguished Alumna in 2016.

Shawn Cathey
Chief Financial Officerscathey@rockefellerinstitute.org(501) 727-6218Shawn Cathey serves as the chief financial officer for the Winthrop Rockefeller Institute, providing leadership for all financial matters.
Prior to joining the Institute, Cathey held the position of Senior Director of Finance at Winrock International for 21 years. He was responsible for the organization’s finance and accounting functions at Winrock’s headquarters and regional finance offices, with focuses on adding new and enhanced systems processes to Winrock projects, enhanced project reporting, invoicing and project finance staff development. Cathey is a certified public accountant. Prior to joining Winrock, he held various accounting and management positions in rural healthcare.
Cathey holds a bachelor’s degree in accounting from Arkansas Tech University.

Shana Chaplin
Chief Program Officerschaplin@rockefellerinstitute.org(501) 727-6220As Chief Program Officer, Chaplin develops and leads impactful programs and education services that fulfill the Institute’s strategic vision. The Institute believes that valuing diversity of opinion, practicing collaborative problem-solving, and engaging in respectful dialogue combine to create transformational change: the Rockefeller Ethic.
Chaplin served most recently as director of EngageAR, the Governor’s Commission on National Service and Volunteerism, where she led the office through simultaneous federal and state transformation, launched the first statewide volunteer portal, and almost tripled the award of grant funds. She served as the co-founder/Director of Arkansas State CASA, elected Pulaski County School Board member, and currently serves on the Providence Park Board of Directors, an alumnus of Leadership AR Class XIV, and a Patron member of the Policy Circle. Shana is a Certified Volunteer Manager, a Gallup Certified Strengths Coach, and holds a credential in Civic Leadership from the Policy Circle.
Chaplin seeks to live out her Life Statement, “to create a place for others to gather where they find beauty, opportunity, support, encouragement and growth” in everything she does. Her hobbies are grounded in the belief that people matter and everyone should have a seat at the table.

Carder Hawkins
Chief Strategy Officerchawkins@rockefellerinstitute.org(501) 727-6288As chief strategy officer, Carder Hawkins is responsible for developing, executing, communicating, and sustaining strategic initiatives that support the mission of the Institute.
Hawkins comes to the Institute following a 20-year career in state government, which began with serving in the Arkansas Secretary of State’s elections division for more than eight years. He also served as the Arkansas Insurance Department’s chief information officer and as deputy director for the Arkansas Department of Information Systems — a position that oversaw the department’s human resources, legislative affairs, fiscal, procurement, security, enterprise architecture, and IT planning teams. Most recently, Hawkins served as the chief information officer for the Arkansas Division of Workforce Services.
Hawkins holds a bachelor’s degree in political science with an emphasis in international relations from the University of Central Arkansas. He was also part of the university’s inaugural Community Development Masters class and completed a master’s degree in community development while working full-time at the Arkansas Secretary of State’s office.

Julia Dossett Morgan
Chief Advancement Officerjmorgan@rockefellerinstitute.org(501) 727-6226As chief advancement officer, Julia Dossett Morgan develops strategies and secures resources to advance the Institute’s mission.
Julia has 20 years of communications experience in the nonprofit sector. She worked for two Tony award-winning nonprofit theatre companies in Chicago and Minneapolis before moving to Arkansas in 2014. She joined the Institute in 2018 as director of marketing and communications and is passionate about sharing the Institute’s stories of impact and change and deepening relationships with supporters and partners. It is her joyful privilege to welcome everyone to share our vision of a world where every person is empowered to bring their unique perspective to bear on the most monumental of challenges and participate in the search for solutions.
Julia has a master’s degree in public administration with a nonprofit management focus from Arkansas State University and a bachelor’s in advertising from the University of Illinois at Urbana-Champaign. Julia is passionate about community involvement and serves, or has served, as the PTO president for her children’s elementary school and on the boards of Conway Cradle Care, the Creative Institute of Central Arkansas, and the Conway Alliance for the Arts.

Aaron Keith Kennard
Program Officer akennard@rockefellerinstitute.org(501) 727-6265Aaron Keith Kennard is the Program Officer for Education at the Winthrop Rockefeller Institute. In this role, he oversees all workshops and educational programming offered by the Institute in support of its mission to continue Governor Rockefeller’s legacy of transformational change. Kennard joined the Institute in June of 2022, shortly after graduating from the Clinton School of Public Service. Prior to graduate school, Kennard worked for the American Heart Association, coordinating the Kids Heart Challenge and other youth education programs in the Dallas/Fort Worth area.
In April 2024, Kennard was named a Rising Star Alumnus by his undergraduate alma mater, St. Edward’s University in Austin, Texas. A passionate supporter of all things arts and culture, he serves on the board for Create Conway, formerly the Creative Institute of Central Arkansas.

Kimberly Bolin
Program Officerkbolin@rockefellerinstitute.org(501) 727-6249Kimberly Bolin is a Program Officer at the Winthrop Rockefeller Institute. In her role, she designs and implements facilitated dialogues and oversees the Institute’s programming around water conservation and rural health care.
Bolin joined the Institute in July 2022. She obtained her B.A. in Political Science from Hendrix College. Bolin is a baker and gardener whose hobbies are grounded in her desire to care for the people and environment around her. It is this passion for others that Bolin brings to her work. She believes that a stronger Arkansas is achieved when people are given the space to voice their concerns and participate in the search for solutions.

Alyssa Ghaleb
Program Officeraghaleb@rockefellerinstitute.org(501) 727-6203Alyssa Ghaleb is the Program Officer for Civic Arkansas at the Winthrop Rockefeller Institute. In this role, she works alongside key partners to improve the civic health of Arkansas, focusing on local communities. At the Institute, she continues Governor Winthrop Rockefeller’s collaborative approach to transformational change in her work.
Ghaleb joined the Institute shortly after completing her Masters of Public Service at the Clinton School of Public Service. During her graduate program, she worked on projects centered around education for organizations like the Arkansas Rural Health Partnership. Alyssa has a passion for advocating for education and loves social sciences. She received a Bachelor of Arts in Politics and French from Hendrix College. Alyssa has a heart for learning, exploring, and developing more accessible opportunities for others.

Maddlaine Scanlon
Programs Assistantmscanlon@rockefellerinstitute.org(501) 727-6201Maddlaine Scanlon is the Administrative Assistant to Programs at Winthrop Rockefeller Institute. Scanlon joined the Institute in September 2024.
In this role, she oversees the scheduling of meetings and events, the coding of monthly finances, and data entry, among other administrative tasks. Before beginning her position at the Institute, Scanlon worked as an Office Manager at Words of Peace Counseling, Inc., performing archival duties, and data entry. She obtained her bachelor’s in Psychology from Arkansas Tech University.
